USDA Secretary Tom Vilsack announced the United States Department of Agriculture (USDA) Pandemic Assistance for Producers initiative on March 24, 2021. SMHPP is part of that initiative. SMHPP uses funding and authorities provided in the Notice of Funds Availability, the Consolidated Appropriations Act, 2021 (CAA; Pub. L. 116-260), and 15 U.S.C. 714b and 714c. SMHPP provides assistance to producers that sold hogs through a spot market sale from April 16, 2020, through September 1, 2020, the period in which these producers faced the greatest reduction in market prices due to the COVID-19 pandemic.
