USDA Secretary Tom Vilsack announced the Pandemic Livestock Indemnity Program. PLIP uses funding and authorities provided in the Notice of Funds Availability, the Consolidated Appropriations Act, 2021 (Pub. L. 116-260), and 15 U.S.C. 714b and 714c. PLIP provides direct support to producers for losses of livestock and poultry depopulated, due to insufficient processing access during the COVID-19 pandemic, and for the cost of depopulation and disposal. PLIP aids producers who depopulated swine, chickens, or turkeys during the period between March 1, 2020 and December 26, 2020.
